# Description
Under the general direction of the Human Resources Manager, the Human Resources consultant serves as a primary consultant to an assigned region, focused on providing day-to-day support to leadership and staff. The HR consultant provides a full range of professional support, including Recruitment, Employee Relations, Employee Engagement, Performance Management, and Policy Interpretation. The HR consultant will partner with other HR team members to deliver seamless HR assistance and support. This position also performs other related functions as necessary or as may be requested.
Principal Duties and
Responsibilities:
The following duties are typical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Plan and administer the recruitment and selection process to ensure qualified candidates are recruited and hired.Screen and interview candidates, schedule management interviews and make job offers.Use applicant tracking system to maintain accurate files of resumes, applications and other recruiting materials.Assist with analyzing staffing needs, turnover, and other personnel statistics.
Orient new employees to District employment and benefit information.Assist employees with completion of benefit forms.Assist with coordinating new hire orientation with the Care Management Specialist as needed.
Develop and maintain a human resources information system (HRIS) that meets the organization's information needs. Ensure maintenance of employee personnel records in compliance with federal and state laws. Maintain confidentiality of employee files and records and ensures development of and compliance with the District's records retention policy.
Administer employee time away programs:paid time off (PTO); holidays; and medical and personal leaves of absences, including those that qualify for the Family Medical Leave Act (FMLA).Regularly follow-up with employees who are on leaves of absences.
Administer employment policies and procedures in coordination with leadership team members. Maintain the employee handbook.Ensure the consistent administration of policy within the organization.Respond to questions from support and assistance to leaders in interpreting and administering the employee handbook.
Assist with the performance management process to ensure employees are receiving regular feedback on their performance.As needed, assist with training to those with supervisory responsibility on the performance management process. Hold supervisors accountable to participating in and ensuring the integrity of the performance management process.
Respond to employee issues and concerns.Work with supervisors to effectively respond to performance issues. Investigate and take appropriate action to resolve workplace conflicts and performance problems.Participate in disciplinary and termination meetings. Conduct exit interviews.
With the HR Manager, create, calculate and evaluate key HR metrics, research and resolve issues and maintain continuous improvement focused on the delivery of information and the quality and effectiveness of human resources activities.
Respond to work injuries and complete necessary and file first report of injury as required.Regularly follow-up with injured employee(s).
Develop and maintain effective processes to ensure new employees are aware of the organization's benefit offerings and the corresponding enrollment requirements.
Determine benefit eligibility dates for new employees and prepare applications and distribute accordingly, as needed.Monitor and process changes to employee participation in the District benefit program and make appropriate adjustments in billings, contribution obligations, etc.As directed, reconcile monthly benefit billings with payroll deductions and prepare billing for processing.
As directed, assist in administration of employee group health insurance program; maintain compliance with COBRA obligations.
Perform assigned duties independently. General direction is provided by the HR Manager; there is no supervisory responsibility.
Daily work is performed independently. Supervisory assistance is available for guidance on unique or unusual problems or situations.
There is significant contact (telephone and face-to-face) with applicants, employees, leadership, and the general public, etc.
# Position Requirements
Bachelor's degree in Business Administration, Human Resources or related field and, or equivalent combination of formal education and experience.
Minimum of two (2) years of human resources experience.
PHR certification preferred.
Knowledge of HR regulations and practices.
Excellent written and verbal communication skills.
Demonstrated proficiency with Microsoft Word, Excel and PowerPoint and willingness to learn new software applications.
Strong organizational ability.
Ability to maintain high level of confidentiality.
Current WI driver's license, acceptable driving record and proof of adequate insurance required.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
